They were originally bred to hunt fox and badger in the UK. the people raising sheep could not aford the loss that was caused by fox and badger killing their lambs. In the USA, farmers lose a lot of money each year, when groundhogs eat their crops and racoon and fox kill their livestock. Working terriers can save these farmers some of their hard earned money.

Groundhogs are one of the most common type of game in the US. They are a very worthy opponent in the ground. They can dig away very quickly. If the dog does not get to them quickly they will bury themself and appear like nothing was there. They are also very sneaky at bolting (running out of the ground through one of the holes, usually one that you did not see.) They are very determined to stay in the ground once they decide not to leave.
Groundhogs cause a lot of damage to vegatation, costing US farmers Millions of dollars each year. I have talked to many farmers that were so frustrated with "feeding the groundhogs" that they quit farming. Knowing how hard farmers have to work and then they have to watch their crops be eaten by a furry little creature year after year, I can understand why they hate groundhogs so much.
Racoons do not go to ground much in West Virginia, but they spend a lot of time in the ground in Ohio. They prowl around at night looking for the easy meals at the farmers expense, like caged chickens. They also cause a lot of damage to barns and abandoned houses, by tearing up the buildings, and destroying stored hay. I have seen very expensive machinery covered in racoon waste. One farmer told me that he came out to his chicken house and all of his chickens had been killed by a racoon, it was reaching through the wire and grabbing them off the roost. It killed way more than it could eat. It did not stop until every chicken was dead. This farmer raised the chickens as pets. He was very upset and very glad to see the coon removed.
