Troop 163 was formed in 1997 when Troop 13 lost it's sponsor and moved to Shiloh United Methodist Church, joining Cub Scout Pack 163.  There had not been a Troop at Shiloh since Troop then Post 179 in the mid 60's, and Troop 163 prior to that in the 30's and 40's.  Just before re-charter for 1999, the adult leadership disbanded the Troop (after Scout Joseph Pitt made Eagle) for reasons unknown.

The Yellow River District Executive contacted Mr. Hightower to see if he would like to re-form Troop 163 as Scoutmaster.  At the time, Mr. Hightower was a long-time Assistant Scoutmaster with Troop 354 at Conyers First United Methodist Church.  Mr. Hightower agreed, and set about recruiting boys and other adult leaders within Shiloh and the surrounding area.

The Troop was officially re-formed just before Summer Camp 1999 with 6 new Scouts and five adult leaders.  All six boys attended Summer Camp at Bert Adams Scout Reservation.

Scoutmaster earns District Award of Merit.
