In the OVA's She is a prisoner aboard the evil pirate Kagato's ship, Soja. Washu was rescued by accident by the bunguling galaxy police officer, Mihoshi. Washu is abrilliant scientist that had invented the Soja, Ryo-Oki, and even Ryoko. So she is technicly Ryoko's mother. When Washu finds out that Tenchi can create light hawk wings she becomes very interested in him and wants him to be a guinea pig for her experiments.
