Job Title: Justice & Peacebuilding Advisor Department: Program Quality & Support Reports to: Director, Technical Services Unit Band: D1 FLSA: Exempt Req. No.: I 99 132 Job Summary: In the context of Catholic Relief Services’ strategic plans for the promotion of justice and for increasing Program Quality, the Justice and Peacebuilding Advisor assists the agency in developing operational frameworks for justice and in integrating the promotion of justice into overseas programming. Job Responsibilities: 1. In collaboration with the agency’s Justice Strategy team and the Program Quality and Support Department, manage the implementation and monitor the achievement of the plan for the development and promulgation of operational frameworks for justice. Based on agency-wide experience, gather, prepare, and disseminate operational frameworks materials to country programs and HQ staff. 2. In consultation with regional directors, specific country program staff and overseas operations departments in CRS’ Headquarters, coordinate the further design and implementation of case studies to assess, adapt and evaluate approaches and methodologies for integration the promotion of justice into overseas programming and to identify implications and emerging policy issues. Further establish learning processes and feedback mechanisms and support the preparation of case-specific plans for implementation and for sharing lessons learned in the region and agency-wide. Provide on-going oversight and support to the implementation of the learning processes. Coordinate the documentation of lessons learned to inform operational frameworks, summaries of implications, and identification of policy issues. 3. Identify priority issues in incorporating the promotion of justice into overseas programming. In these areas, collect and analyze innovative projects and activities implemented by CRS and other international and domestic partners; identify practical approaches, implementation tools, and resources; and prepare informational updates and disseminate resources on state-of-the-art approaches and initiatives to overseas and domestic offices. 4. Visit country programs to discuss approaches, provide training, support regional technical commissions, etc.. 5. Serve as agency liaison to the Local Capacities for Peace (LCP) Project. Identify and support opportunities for applying the LCP framework at the country level, within programming sectors and themes, and agency-wide. Represent CRS at LCPP semi-annual international meetings and to its donors. Support field participation in CRS’ LCP Implementation Project, and network with other agencies and donors participating in other implementation projects. 6. Initiate and support processes to share experiences/information among country programs and regions. Identify appropriate training/learning opportunities for staff. 7. Assist in the integration of justice in sectoral areas and cross-cutting themes, and assist in the documentation of main approaches, issues, and implications. 8. Provide technical assistance by reviewing and giving input to agency and country program planning processes and documents. Initiate systems to monitor standards and indicators of the incorporation of justice in agency’s planning and evaluation processes. 9. Prepare annual implementation plans and budgets. Represent implementation issues to the Justice Strategy Team. Inform senior management of substantive issues as they emerge. 10. Represent PQSD at relevant internal meetings or on committees. Inform senior management of substantive issues as they emerge. 11. Network with organizations, resource persons, and donors on justice and peacebuilding issues. Represent CRS at external meetings. Inform senior management of substantive issues as they emerge. Key Working Relationships: Internal: PQSD Director, Technical Support Unit Director, and sector and theme technical advisors; Justice Strategy Team; Regional Directors, Country Representatives, and Regional teams; Global Relations Department staff; Deputy Director for Overseas Operations; designated regional staff for justice (or related) issues; and other national and international program staff members. External: Non-governmental secular and faith-based organizations, US Government and UN agencies, and academic institutions involved in the promotion of justice and peacebuilding. Personal Skills: • Demonstrated ability in relevant program conceptualization/development • Ability to implement and/or develop methods to gather, synthesize, and transfer knowledge, formally and informally. • Excellent verbal and written communication skills - interpersonal, listening, cross-cultural. Ability to present complex materials in clear and concise manner to diverse audiences. • Ability to engage and motivate staff in challenging program area. • Ability to identify appropriate methodologies for diverse settings, and to advise on practical applications to local conditions. • Ability to work effectively under pressure and to organize and prioritize competing activities. • Strong leadership skills • Ability to work effectively in a team • Flexibility, patience, dedication, and creativity • Computer skills - word processing, e-mail, Internet Qualifications: • Masters degree in related field and a minimum of five years experience in international development • Minimum 3 years programming experience in developing countries and/or global/regional technical advisor experience in related areas • Willingness and ability to travel 30% time • Fluency in English. Working ability in French, Spanish or Portuguese.
