Videotaped Board meetings are held
in the Clubhouse on the FIRST WEDNESDAY of each month and are
Broadcast live on the Keys closed circuit TV cable channel 10 at
7:30pm. Those that cannot attend a meeting or miss the broadcast
can get some information here. The views and opinions expressed
are those of the author and not necessarily those of the KCOA.
Information is deemed reliable but not guaranteed to be correct.

- Building Heating and Air Conditioning The Board
and Management have received a report from COMMAIR
Heating and Air Conditioning, an outside contractor,
indicating that the 320 Building Heating and Air
Conditioning system is too small
and is not functioning properly.
The 320 building was inspected at the request of the HVAC
Task Force recently formed by Keys Residents to deal with
the aging and now failing HVAC. Only 2 buildings have
been inspected so far. It is likely that many more
buildings are in the same or worse condition.
- CC&Rs. Although soundly defeated,
the Board plans to continue yet another campaign to adopt
the new CC&Rs. Calling for yet another
election in July 1999,
Sue De Carlo indicated another
mailer would be sent to owners, attempting to
highlight the "changes" but that the proposed
new CC&Rs would remain essentially unchanged from
those just voted down by Owners.
- Opposition to the new CC&Rs has repeatedly
stated that changes must be made in amendment
form only. The Board has
chosen to ignore this request.
- Six Keys Residents felt strongly enough to voice
their opposition to the new CC&Rs with a
formal written response to the Board. We feel
that this is an overwhelming response sending a
strong message to the Board.
- The Board has chosen to ignore requests from the
community to stop soliciting YES votes for the
new CC&Rs and once and for all declare the
New CC&Rs officially Defeated.
- Current CC&Rs Do
not need to be changed. We have
asked the Board to tell us what they don't like
about the current CC&Rs and why they want to
change them. They have repeatedly stonewalled
this question.
- Under the new CC&Rs, Owners would loose
the right
to rent their
unit. Sue De Carlo re-iterated that "the
right to rent your unit is controlled in the new
CC&Rs". This
will never pass
Richard Means petitioned the Board to
stop residents from posting flyers in the Lobbies.
He said "there is no need for other opinions".
All Flyers posted in
lobbies must be signed or indicate the Author or they will be taken down by
Property Attendants
Comments:
The Management and Board are effectively saying that the
residents should not be able to talk to each other, or visit each
other, and that these activities should somehow be under the
control of the Board.
A Resident should be able to voice
his or her opinion anonymously, WITHOUT
FEAR OF RETRIBUTIONS FROM THE KEYS.
Trash Chute Relocation. The Board
plans to re-locate some first garbage room doors and trash chutes
to try to eliminate some of the smaller dumpsters.
Although Management has acknowledged that this will not result
with any significant savings, it is being pushed through to make
more room in the Garbage rooms for more recycling bins.
Considerations:
- When the KEYS was built, engineers calculated the
garbage requirements
- Reconfiguring the trash chute systems improperly
could result in Overflow, Odor and Sanitation
problems
Suggestion: Why not set up trash chutes for recycling
Everyone generally acknowledged that the Boilers in most of the Buildings
are SHOT and in need of replacement
